MINUTES

 

 

The Uvalde County Commissioners Court met in regular session on November 13, 2006 at 10:00 a.m. in the Uvalde County Commissioners Courtroom, with the following members present:

 

                                                William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk

                                                            of the Commissioners Court of Uvalde County

 

                        ABSENT:       John P. Dodson, County Attorney

 

Also present were County Treasurer Joni Deorsam; County Tax Assessor-Collector Maggie Del Toro; County Auditor Alice Chapman; Chief Deputy Sheriff Raul Medina; and Road Administrator Wayne Everett.

 

1.                  CONSIDER AND CALL TO ORDER, PRAYER AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of November 13th, 2006 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Minutes of October 23, 2006 were unanimously (4-0) approved as written.

3.                  CONSIDER AND ACT UPON PRESENTATION OF TEXAS DEPARTMENT OF TRANSPORTATION AND LAN ON PROPOSED EAST-WEST ROADWAY LOCATED SOUTH OF UVALDE:

A presentation was given to the Court concerning a proposed east-west roadway to be located south of Uvalde by Joe W. Atwood, consulting engineer for LAN (Lockwood, Andrews & Newman, Inc.).  Mr. Atwood

stated that this project would alleviate congestion on US 90 and improve

transportation safety issues.  Carl G. Friesenhahn, Area Engineer, and Ken Dirksen, Transportation Engineer, of TxDOT also attended the presentation.

 

The Court decided to take the proposed plan under advisement, with no action being taken.

 

4.                  CONSIDER AND ACT UPON CASTING VOTES FOR BOARD OF DIRECTORS OF UVALDE COUNTY APPRAISAL DISTRICT:

·         Upon motion of Commissioner Pargas

·         Second by Commissioner Moreno

The Court voted in favor (3-1) to distribute the County’s 631 votes equally between Roy Luevano, Efrain Martinez, and Vicente Gonzales, III for the three directorships of the Uvalde County Appraisal District to serve a two-year term fiscal years 2007-2008. (Reference Sec. 6.03 of the Property Tax Code)

5.                  CONSIDER AND ACT UPON FUNDING REQUEST FOR VITA COALITION:

Barry Zimmerman, Chairman of the Uvalde VITA Coalition gave a presentation to the Court stating the program provides free federal income tax- return assistance to qualified citizens of Uvalde.  Mr. Zimmerman requested a financial donation from the Court to fund a local site coordinator.

 

The Court will review this matter further, with no action taken.  

 

6.                  CONSIDER AND ACT UPON LETTER OF RESIGNATION FROM ROAD ADMINISTRATOR WAYNE EVERETT:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Pargas

The Court unanimously (4-0), with much regret, accepted the resignation of Road Administrator Wayne Everett, effective December 29, 2006.  The Court praised Mr. Everett for his hard work and loyalty to the County.  The Judge was authorized to advertise in the local newspaper, San Antonio newspaper and in monthly publications for applicants to fill the position.  A copy of Mr. Everett’s letter of resignation is attached to these minutes.

7.                  CONSIDER AND ACT UPON COUNTY EXTENSION AGENT WEEK PROCLAMATION:

·         Upon motion of Commissioner Scheide

·         Second by Commissioner Moreno

The Court unanimously (4-0) approved a resolution in support of COUNTY

8.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Wayne Everett gave the following activity report, with no action taken by the Court.

      -Completed low water crossing slab on CR#349

      -Applied crush base on CR#347 roadway

      -Routine maintenance

 

9.                  CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:

None were presented to the Court for consideration.

 

10.              CONSIDER AND ACT UPON PAYEMENT OF BILLS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Scheide

The Court unanimously approved (4-0) the bills for payment.
