MINUTES
The Uvalde County Commissioners Court met in regular session on July 25, 2005 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro, County Sheriff Terry Crawford, County Auditor Alice Chapman, and Road Administrator Wayne Everett.
The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

CONSIDER AND ACT UPON APPROVAL OF MINUTES:

The Court unanimously approved the minutes of July 11, 2005, as written.
2.
CONSIDER AND ACT UPON AWARD OF BIDS:
A. Bid No. 2005-03 “Office Supplies”:
· Upon motion of Commissioner Moreno
· Second by Commissioner Bates
The Court unanimously approved the award of bid to Corporate Express for office supplies.
B. Bid No. 2005-04 “County Morgue”:
· Upon motion of Commissioner Pargas
· Second by Commissioner Bates
The Court unanimously approved the award of bid to Rushing-Estes-Knowles Mortuary for the County Morgue.
C. Bid No. 2005-05 “Pharmacy”:
· Upon motion of Commissioner Moreno
· Second by Commissioner Bates
The Court unanimously awarded the pharmacy bid to Uvalde Rexall Drug.
D. Bid No. 2005-06 “Inmate Telephone Service”:
· Upon motion of Commissioner Pargas
· Second by Commissioner Bates
The Court unanimously approved rejecting all bids submitted for inmate telephone service and re-advertise for the same.
E. Bid No. 2005-07 “Road Department Uniforms”:
· Upon motion of Commissioner Bates
· Second by Commissioner Pargas
The Court unanimously approved the award of bid to Unifirst for Road Department uniforms.
F. Bid No. 2005-08 “Sheriff Department Uniforms”:
· Upon motion of Commissioner Moreno
· Second by Commissioner Pargas
The Court unanimously approved the award of bid to Unifirst for Sheriff Department uniforms.
G. Bid No. 2005-09 “Petroleum Products”:
· Upon motion of Commissioner Bates
· Second by Commissioner Moreno
The Court unanimously approved the award of the following bids:
1. Unleaded Gasoline ------------------Pico Petroleum

3. CONSIDER AND ACT UPON ADVERTISING FOR BIDS:

The Court unanimously approved advertising for the following bids:
1. Highway Diesel Fuel
2. Re-Advertise for Inmate Telephone Service
4. CONSIDER AND ACT UPON SETTING VEHICLE REGISTRATION FEES:
· Upon motion of Commissioner Moreno
· Second by Commissioner Bates
The
Court unanimously approved the collection of $10.00 for each vehicle registered
in Uvalde County for the calendar year 2006, as has been done in previous
years.
The provisions of Section 502.172 permit a County Road and Bridge Fee in an amount that does not exceed $10.00 for each vehicle registered in the county.
5. CONSIDER AND ACT UPON ADOPTING COUNTY POLICY TO
ALLOW PAYMENT TO COUNTY USING CREDIT CARDS:

The
Court unanimously approved the request of the County Treasurer and County
Auditor to meet with corporations that provide a credit card service and gather
information to bring back to the Court for approval of implementation.
6. CONSIDER AND ACT UPON RESOLUTION SUPPORTING DISTRICT ATTORNEY’S APPLICATION FOR VICTIM OF CRIME GRANT:

The
Court unanimously approved a resolution in support of a grant application to
the Office of the Texas Attorney General.
District Attorney Tony Hackebeil is making the application in the amount
of $39,000. A copy of the resolution is
attached to these minutes.
7. CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:
Road
Administrator Wayne Everett gave the following activity report with no action
taken:
-Routine maintenance
-Patching roads
-Blading roads
-Cutting brush
-Progress on bridge construction
8. CONSIDER AND ACT UPON LINE-ITEM BUDGET AMENDMENTS:
· Upon motion of Commissioner Pargas
· Second by Commissioner Bates
The
Court unanimously approved the line-item budget amendments presented by the
County Auditor. A copy of the amendments
is attached to these minutes.
9. CONSIDER AND ACT UPON PAYMENT OF BILLS:
· Upon motion of Commissioner Bates
· Second by Commissioner Scheide
The
Court unanimously approved the bills for payment.
10. CONSIDER AND ACT UPON PAYROLL APPROVAL:

· Second by Commissioner Bates
The
Court unanimously approved the payroll.
11. CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:
