MINUTES

 

 

 

The Uvalde County Commissioners Court met in regular session on April 11, 2005 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

 

                        PRESENT:       William R. Mitchell, County Judge

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                John P. Dodson, County Attorney

                        Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of                                         the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro, County Auditor Alice Chapman, and Road Administrator Wayne Everett.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously approved the Minutes of March 28, 2005.

 

2.                  CONSIDER AND ACT UPON DEED TRANSFER OF UNCLAIMED PROPERTY:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

Upon recommendation of County Attorney John P. Dodson, the Court unanimously approved the conveyance of a portion of the abandoned Old Sabinal-Utopia Road without warranty to adjoining landowner, Clarence Kahlig.  A copy of said executed Deed Without Warranty is attached to these minutes.

 

3.                  CONSIDER AND ACT UPON MODIFYING VOTING PRECINCT LINES:

The Court discussed the following proposed voting precinct modifications with Attorney Rolando Rios.

      -Moving Early Voting to the Willie De Leon Civic Center

-Moving polling location for Precinct #1 to the Willie De Leon Civic

            Center

-Courthouse to be located in Voting Precinct #1 and the respective Justices

            of the Peace shall continue to hold Court in the Courthouse as

            permitted by 27.051 (f) of the Texas Government Code

-Combine Voting Precincts #2 & #13

-Renumber Precincts

-Possible creation of new polling location in Uvalde Estates

-Accessible polling locations

                   No action was taken under this agenda item.

 

4.                  CONSIDER AND ACT UPON ADOPTING RESOLUTION SUPPORTING CHANGE IN VOTING PRECINCT LINES:

No action was taken on this matter.

 

5.                  CONSIDER AND ACT UPON APPROVING ITEMS FOR SALE AT AUCTION:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Moreno

The Court unanimously approved the attached list of items for sale at auction.

 

6.                  CONSIDER AND ACT UPON ROAD ADMINISTRATOR’S REPORT:

No action was taken on Road Administrator Wayne Everett’s activity report:

      -Routine maintenance

      -Blading roads

      -Patching roads

      -Still waiting for permits from the Core of Engineers – construction of

                  river crossings on Nueces and Frio

 

7.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented for approval.

 

8.                  CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Scheide

The Court unanimously approved the payment of bills.

 

9.                  CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

The Court unanimously approved the payroll.

 

10.              CONSIDER AND ACT UPON APPROVAL OF MONTHLY REPORTS:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Pargas

The Court unanimously approved the monthly reports submitted by the following:

      County Clerk:  March 18, 2005; March 29, 2005; March 31, 2005; March 2005

County Treasurer: March 2005

Jail: March 28, 2005; April 1, 2005; April 4, 2005

J. P. #1: March 21-25, 2005; March 28-31, 2005; March , 2005

J. P. #2: March 21-24, 2005; March 1-31, 2005

J. P. #3: March 19-25, 2005; March 26-31, 2005; March 1-31, 2005

J. P. #4: March 21-24, 2005; March 28-31, 2005

11.              CONSIDER AND ACT UPON RESOLUTIONS AND PROCLAMATIONS:

None were presented for approval.
