MINUTES

 

The Uvalde County Commissioners Court met in regular session on March 12, 2007 at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse, with the following members present:

 

                                    William R. Mitchell, County Judge

                                    Randy Scheide, Commissioner #1

                                    Mariano Pargas, Jr., Commissioner #2

                                    Jerry W. Bates, Commissioner #3

                                    Jesse R. Moreno, Commissioner #4

                                    Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of the

                                                Commissioners Court of Uvalde County

 

Also present were County Treasurer, Joni Deorsam; County Auditor Alice Chapman; and Road Administrator Jesse Garcia.

 

1.                  CONSIDER AND ACT UPON CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE:

The Honorable William R. Mitchell called the meeting of March 12, 2007 to order; gave the invocation; led the pledge of allegiance to the United States of America and Texas flags.

 

2.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Moreno

The Minutes of February 26, 2007 were unanimously (4-0) approved.

3.                  CONSIDER AND ACT UPON APPROVAL OF SOUTHVIEW SUBDIVISION PRELIMINARY PLAT:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Bates

The Court unanimously (4-0) approved the preliminary plat of Southview Subdivision which is located south of the City of Sabinal.

4.                  CONSIDER AND ACT UPON ENACTING A BAN ON OUTDOOR BURNING:

This item was tabled, due to recent rains in the County.

5.                  CONSIDER AND ACT UPON REQUEST TO FUND PART TIME OFFICERS TO PATROL RIVERS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Scheide

The Court approved (3-1) the request of Commissioner Bates to hire a part-time deputy to patrol the rivers throughout the County.  The Court also approved a line item adjustment in the amount of $10,000 in the current budget to fund the part-time deputy.

6.                  CONSIDER AND ACT UPON AWARD OF BID:

·         Upon motion of Commissioner Moreno

·         Second by Commissioner Scheide

The Court unanimously (4-0) approved the award of the bid for a four door sedan to Brown Chevrolet Co, Inc. of Devine, Texas.  Vehicle was purchased for the County’s Public Health Nurse.

7.                  CONSIDER AND ACT UPON REQUEST TO EXTEND COUNTY STREETS IN UTOPIA:

Charles Bishop requested that the County accept ownership of roads (streets) currently adjacent to his house in Utopia.  The roads already exist and are paved, so it would not cost any additional money.  The Court’s approval would assure public access to Mr. Bishop’s property.

·         Second by Commissioner Moreno

The Court unanimously (4-0) approved Mr. Bishop’s request for the County to accept ownership of certain roads in Utopia.  A copy of the Quitclaim Deed from Charles E. and Patricia R. Bishop to the County is attached to these minutes.

8.                  CONSIDER AND ACT UPON PRESENTATION OF EMERGENCY MANAGEMENT DIRECTOR:

Ricardo Benavidez gave the Court a short program on the Emergency Management operation in Uvalde County.  No action was taken under this agenda item.

 

9.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

10.              CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

Road Administrator Jesse Garcia gave the Court the following activity report, with no action taken.

      -Routine maintenance

      -Patching roads

      -Cutting brush

 

11.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·         Upon motion of Commissioner Bates

·         Second by Commissioner Pargas

The Court unanimously (4-0) approved the payment of the bills.
