MINUTES

 

 

The Uvalde County Commissioners Court met in regular session on February 14, 2005, at 10:00 a.m. in the Commissioners Courtroom of the Uvalde County Courthouse with the following members present:

                                                Randy Scheide, Commissioner #1

                                                Mariano Pargas, Jr., Commissioner #2

                                                Jerry W. Bates, Commissioner #3

                                                Jesse R. Moreno, Commissioner #4

                                                John P. Dodson, County Attorney

Lucille C. Hutcherson, County Clerk and Ex-Officio Clerk of the Commissioners Court of Uvalde County

 

Also present were County Treasurer Joni Deorsam, County Tax Assessor-Collector Maggie Del Toro, County Sheriff Terry Crawford, County Auditor Alice Chapman, and Road Administrator Wayne Everett.

 

The Court opened with the Honorable William R. Mitchell giving the invocation; the following proceedings were had:

 

1.                  CONSIDER AND ACT UPON APPROVAL OF MINUTES:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The minutes of January 24, 2005 were unanimously approved.

 

2.                  CONSIDER AND ACT UPON OPENING OF BIDS:

The following proposals were opened, set aside for review and scheduled to award the same at the next meeting of the Court.

Bid No. 2005-03 “Sheriff Department Trucks” (2):

            Cecil Atkinson Motors of Uvalde                      $ 24588.00 per

            Reata Chevrolet, Buick, Pontiac of Hondo        $ 24775.65 per

            Griffith Ford of Uvalde                          $ 18877.65 per

            Philpott Motors of Nederland                           $ 17388.00 per

 

3.                  CONSIDER AND ACT UPON APPOINTMENTS TO CHILD WELFARE BOARD:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Bates

As recommended by Judge Mitchell, the Court unanimously approved re-appointment of the following individuals to serve on the twelve member Child Welfare Board.

                  Linda Hubbard

                  Mario DeLeon

                  Charles Mendeke

                  Nikki Henderson

 

4.                  CONSIDER AND ACT UPON AUTHORIZING SIGNATORIES AND DEPOSITORY FOR TCDP GRANT 724047/RIVER CROSSINGS:

·        Upon motion of Commissioner Bates

·        Second by Commissioner Moreno

The Court unanimously approved the County Judge, County Treasurer and County Auditor as signatories for the Texas Community Development Program Contract No. 724047.  The motion also included designating First State Bank of Uvalde as the depository institution for the project funds regarding this grant.  Copy of a Resolution concerning this matter is attached to these minutes.

 

Construction of two concrete low water crossings one being on the Nueces River and the other on the Frio River will be funded though the

above-mentioned Disaster Relief Grant.

 

5.                  CONSIDER AND ACT UPON UPDATE/REPORT FROM COUNTY AGENT REGARDING STOCK SHOW:

County Agent Kenneth White gave the Court an update on the 2005 Uvalde County Junior Livestock Show.  Mr. White credited the success of the show to the many volunteers and participation of the local business owners.  The economic impact to the County was discussed as well as the leadership and responsibilities that the children learn through this program.  No action was taken under this agenda item.  A copy of the show entry report is attached to these minutes.

 

6.                  CONSIDER AND ACT UPON PRESENTATION BY UVALDE EMERGENCY SERVICES, INC.

This item was postponed until another meeting.

 

7.                  CONSIDER AND ACT UPON RESOLUTION SUPPORTING TEXAS HILL COUNTRY TRAIL REGION:

Judge Mitchell informed the Court that in 1967 Governor Connally designated Uvalde County as part of the Texas Hill Country Trail.  Funding for mapping and promotion of the trail has been exhausted.  The Texas Hill Country Trails Region Task Force is now making an application for state funding.  They are seeking a Resolution from Uvalde County supporting that application.

The Court unanimously approved the Resolution supporting the Texas Hill Country Trails Region Task Force application for state funding.  A copy of said resolution is attached to these minutes.

 

 

 

8.                  CONSIDER AND ACT UPON ROAD ADMINISTRATORS REPORT:

No action was taken on the following activity report given by the Road Administrator Wayne Everett:

                  -Routine maintenance

                  -Patching roads

                  -Blading roads

- Construction on the Nueces and Frio River crossings will get

underway upon receipt of the permit from the Corps of     

Engineers.

-Insurance on the Nueces and Frio River crossing projects were

                discussed.

 

9.                  CONSIDER AND ACT UPON LINE ITEM BUDGET AMENDMENTS:

None were presented to the Court for approval.

 

10.              CONSIDER AND ACT UPON PAYMENT OF BILLS:

·        Upon motion of Commissioner Scheide

·        Second by Commissioner Bates

The Court unanimously approved the payment of the bills.

 

11.              CONSIDER AND ACT UPON PAYROLL APPROVAL:

·        Upon motion of Commissioner Moreno

·        Second by Commissioner Bates

The Court unanimously approved the payroll.

 

12.              CONSIDER AND ACT UPON MONTHLY REPORTS:

·        Upon motion of Commissioner Pargas

·        Second by Commissioner Scheide

The Court unanimously approved the monthly reports.

 

13.              CONSIDER AND ACT UPON RESOLUTIONS/PROCLAMATIONS:

The Court approved a resolution in honor of Robert Mitchell “Buc” Vickers, with the meeting being closed in his memory.

 

 

With no further business, the Honorable William R. Mitchell adjourned the meeting of February 14, 2005.
